Welcome to the CMHA Landlord Portal. Inside, you will be able to access your remittance statements, 1099 forms, inspection history, and request changes to your landlord information.

The online portal will display failed inspection items for the past year, remittance information for the past 2 years, and your 1099 information for the past 3 years, all of which can be easily accessed, saved, and printed from any computer connected to the Internet via CMHA's secure landlord portal.

Landlord Incentive

As an expression of our appreciation to the landlord community across Cuyahoga County together with our commitment to assist tenant-based voucher holders as they lease safe, decent, and affordable housing, the Cuyahoga Metropolitan Housing Authority (CMHA) is offering up to $600.00 as a credit against Tenant-paid security deposits for all New (initial) contracts with an effective date of June 15, 2020 and later. Please note this important information:

  • This opportunity is only available beginning June 15, 2020 for new (initial) contracts and will continue through the remainder of 2020 until available funding is exhausted
  • This security deposit credit is for tenant-based assistance only (no Mod Rehab or Project-Based units)
  • This security deposit credit will be paid directly to the Landlord by CMHA with the first housing assistance payment
  • This credit for security deposit is not applied or available for rent adjustments or housing assistance payment contract renewals
  • This security deposit credit is for new (initial) leases only. Renewing leases with a continuing, existing housing assistance payment contract are not eligible
  • At end of the Lease, the voucher holder, if eligible for a return of the security deposit and as otherwise provided by Ohio law, is entitled to any remaining security deposit amount – including any security deposit amount paid by CMHA under this initiative
  • Funding for the security deposit credit is provided via the CARES Act and cannot exceed $600.00 per assisted contract

HQS Inspections

The Cuyahoga Metropolitan Housing Authority (CMHA) prioritizes the health and safety of our communities and wants to ensure the well-being of all our participants, landlords and the community.

During the COVID-19 pandemic, CMHA is suspending INITIAL Housing Quality Standard inspections (the inspection usually required before a unit can be placed under contract for Housing Assistance Payment). Beginning on Monday, May 11, Property Owners can make a self-certification of the conditions in the proposed unit in place of a physical inspection. The certification form will be included with the initial RFTA packet as well as through the Portal. Please note: Initial inspections on units where an Owner made a self-certification of the conditions must be conducted at a future date as required by the Department of Housing and Urban Development (HUD). CMHA will continue to provide updates on the timing of inspections as soon as it is available.

The Department of Housing and Urban Development (HUD) estimates that most private homes built prior to 1978 contain potentially dangerous levels of lead. To mitigate the risks to families with children, Owners of homes built prior to 1978 are required to do the following before their Self-Certification of conditions in the home will be accepted:

  1. Perform a visual assessment of all painted surfaces; and
  2. Repair all deteriorated paint surfaces, which may include encapsulating or enclosing areas that are damaged using appropriate interim control or abatement methods. The Owner’s self-certification is expressly accepted on the basis that Owner has made such an assessment and completed any necessary repairs before the family takes occupancy.
  3. ----- OR -----
  4. Demonstrate that the unit proposed for Tenancy is either lead-safe or lead-free through documentation provided by a contractor certified to perform the work or through certification by either the State of Ohio, the Cuyahoga County Board of Health, or the City of Cleveland Department of Public Health. Documentation that a unit is lead-safe must be dated within sixty (60) days of the proposed move-in date

COVID-19 Update

The Cuyahoga Metropolitan Housing Authority (CMHA) prioritizes the health and safety of our communities and wants to ensure the well-being of all our employees, residents and partners. As the outbreak of COVID-19, commonly known as the novel coronavirus, continues to impact the greater Cleveland area, CMHA is taking extra precautionary measures. In an effort to minimize risk, until further notice, the following HQS inspections schedule adjustments will be made:

  1. Annual/biennial and Special Inspections:
    • CMHA will postpone annual/biennial and special inspections, until further notice.
  2. Emergency Inspection Requests:
    • If you currently occupy a home on the HCV Program and experience an emergency, please contact the CMHA Inspections Department by calling 216-431-1471 and selecting option 3. CMHA will continue to conduct emergency health and safety related HQS inspections.
