Chanel Starks

Chanel StarksChanel C. Starks, Deputy Director of Administration & Inspections, joined CMHA in 2001. Starks has over 25 years of housing experience and has worked in both the public and private sectors, most have been at CMHA. Since 2012, Starks has headed the Inspections Department for both the Low-Income Public Housing (LIPH) and Housing Choice Voucher (HCV) Programs. She is very knowledgeable of inspection standards for Housing Quality Standards (HQS) for the Housing Choice Voucher Program; and Real Estate Assessment Center (REAC); Uniform Physical Condition Standards (UPCS); and National Standards for the Physical Inspection of Real Estate (NSPIRE) for the Low-Income Public Housing Program.

Starks is one that has managed multiple areas under her leadership umbrella at CMHA. In addition to Inspections, she has overseen the Contracting Division of the HCV Program which is directly responsible for RFTA processing and timely housing of HCV participants. She has overseen the Service Request Center which is responsible for ensuring all work orders are centrally inputted for the Low-Income Public Housing Program for approximately 10,500 units. Starks has a very diverse skillset and has been promoted up the ranks at CMHA. She has been in Internal Audit as an Auditor; Procurement as a Contract Administrator and MBE/FBE Program Manager; Property Maintenance as the Deputy Director of Administration and Inspections; and Resident Services, as a Contract Fiscal Analyst.

Starks received her Bachelor of Science in Business Administration (BSBA) from David N. Myers University and her Master of Business Administration (MBA) from The University of Phoenix. Starks is a graduate of the Cleveland State Leadership Program and holds a State of Ohio Realtors License. Starks was featured in Kaleidoscope Magazine Class of 2013 40/40 Club and is a proud member of Alpha Kappa Alpha Sorority Incorporated.
